We are confident that this FPSO will be as successful as our first two FPSOs, Armada Sterling and Armada Sterling II, which have been performing excellently at the D1 field and Cluster 7 field in India respectively. This also marks our thirteenth conversion/upgrading project for Bumi Armada,” Michael Chia, Managing Director (Marine & Technology), Keppel O&M, said.“FPSOs continue to be the preferred product for deepwater production and we are pleased that our customised FPSOs have proven to be efficient solutions for our customers. Seniors will receive more support to stay in their own homes and communities as part of government’s plan to provide better care sooner. The province today, March 15, announced $1.4 million to launch the Supportive Care Program. It will provide eligible people with cognitive impairment, $500 per month for home support services such as personal care, respite care, meal preparation and essential housekeeping. Clients may also be eligible to be reimbursed for snow removal services, up to $495 per year. “The Supportive Care Program will benefit low-income seniors by giving them and their caregivers greater control and flexibility to organize homecare,” said Health and Wellness Minister Maureen MacDonald. “It is part of the commitment to give seniors more options to stay in their homes and communities longer.” The program, which begins Monday, April 1, will support 230 clients annually. To be eligible, Nova Scotia residents must be 65 or older and have a net annual household income of $18,785 or less if they are single, or $35,570 or less if they are married. They must also have a continuing care co-ordinator assessment that shows they have significant memory loss and memory problems that affect daily functioning, an unmet need for 25-40 hours per month of home-support services, and a substitute decision-maker. “This program is a welcome addition to the resources available to Nova Scotia seniors,” said Sharon Reashore, executive director of Caregivers Nova Scotia. “It will provide much-needed support for seniors and their family caregivers.” Today’s announcement is part of government’s plan to make life better for Nova Scotia seniors. The province has taken several measures to make life more affordable for seniors, while working to ensure government lives within its means, including: expanding the Caregiver Benefit Program for eligible caregivers to help more than 1,000 caregivers this year creating the Personal Alert Assistance Program to provide up to $480 per year for eligible seniors to purchase a personal alert assistance device providing personal income tax relief to ensure no Nova Scotia recipient of the Guaranteed Income Supplement pays provincial taxes creating the Affordable Living Tax Credit that benefits seniors and other Nova Scotians ending security deposits for seniors in long-term care facilities increasing the number of nurse practitioners to augment care in nursing homes getting better prices for Nova Scotia seniors and those who rely on Pharmacare programs for coverage of their prescription drugs and for taxpayers
HALIFAX – Nova Scotia’s Court of Appeal has decided that a former paramedic who sexually assaulted female patients must serve more time in prison.James Duncan Keats was sentenced in October 2015 to four years in prison for sexually assaulting a 71-year-old woman in her Annapolis Valley home in 2013.Four other complainants later came forward, alleging Keats had sexually assaulted them while he was working.He was convicted of assaulting two of the women, but the judge acquitted him of the other charges and sentenced him to 30 months in prison.However, the trial judge decided the new sentence should be served at the same time as the original four-year penalty.The Crown sought an appeal of that decision.In a decision published this week, the Court of Appeal decided the trial judge was wrong to impose a concurrent sentence.Nova Scotia’s highest court added the 30-month sentence to Keats’ original sentence.“A sentence must be proportionate to the gravity of the offence and the degree of responsibility of the offender,” wrote Justice Elizabeth Van den Eynden, in a decision that two other judges concurred with.“In my view, the 30-month sentence should be served consecutive to the four-year sentence. It is not unduly long or harsh; rather, it is proportionate to the gravity of the offences and reflective of Mr. Keats’ overall moral blameworthiness and breach of trust.”The panel of judges also dismissed Keats’ appeal of his conviction.

She talked to the children at Majuan Primary School about the hygiene messages they were learning in school and taking home.Later in the day, she was joined by Chinese actress Jiang Wenli at a community-based HIV/AIDS prevention, care and treatment centre in Guan County. There they met a group of farmers living with HIV/AIDS who are receiving free anti-retroviral (ARV) treatment.”By reaching out and caring for others and breaking the silence that surrounds the epidemic,” Mrs. Annan said to the centre directors and supporters, “you are helping people to cope with the disease and helping to prevent its spread.”
“Côte d’Ivoire was put to the test through the holding of the presidential election,” Aïchatou Mindaoudou, the Special Representative of the Secretary-General and head of the UN Operation in Côte d’Ivoire (UNOCI), told members of the Security Council during an update on the latest developments in the West African country.On 25 October, the people of Côte d’Ivoire re-elected President Alassane Ouattara to a second term in office. Ms. Mindaoudou said the results were validated by the Constitutional Council “in an atmosphere of calm and order, in stark contrast to 2010.”She noted that all observation missions – national, regional and international – concurred that the results of the vote reflected the will of the voters, and that the organization of the election was “transparent and credible.” “Côte d’Ivoire is now the second largest economy in West Africa, a remarkable recovery since the post-election crisis of 2010/2011,” the head of UNOCI underlined. “National reconciliation, however, lags behind reconstruction and economic recovery. In this regard, I welcome President Ouattara’s inauguration statement where he indicated his determination to make national reconciliation a priority of his second term,” she added. Meanwhile, she said progress in the prosecution of alleged perpetrators of crimes committed during the post-election crisis remains slow, and urged the Government to expedite investigations and prosecute all those alleged to have committed atrocities regardless of political affiliation.Ms. Mindaoudou also said she was encouraged by the participation of women in many public forum and seminars, whether representing their political parties or generally voicing their concerns on matters of national interest. “It augurs well for an increased participation of women in future elections and ultimately in decision-making positions,” she insisted. “I note, in this regard, the President’s intention to make women’s empowerment a priority during his second term.” Turning to security issues, she said the electoral process was a test for the Ivorian security forces, and that despite some short-comings, the national police, gendarmerie and armed forces met the challenge. “The security situation in Côte d’Ivoire remains stable with violent crimes still on the downward trend since [the] last report,” Ms. Mindaoudou informed the Council. “During the electoral period, no serious security incidents were reported by the population, or the candidates. Armed robberies and banditry, however, continue to be a challenge, as well as threats of terrorist attacks.”Regarding the border with Liberia, she reported that it remains closed as a precaution against the Ebola Virus Disease, but information-sharing between the UN Mission in Liberia (UNMIL) and UNOCI has continued. Humanitarian corridors were also opened on 18 and 22 December to allow for the voluntary repatriation of Ivorian refugees from Liberia, facilitated by the UN refugee agency. Noting that the authorized strength of the UNOCI Force stands at 5,437 and that of the Police at 1,500, the head of the Mission said it is ready to further reduce the Force to 4,000 troops by 31 March. To this end, she said a strategic review team will deploy in February to develop recommendations on the further downsizing of UNOCI military and police, and the future of the mission.“Challenges remain in Côte d’Ivoire notwithstanding the successful holding of the presidential election and the improving security situation on the ground,” concluded the UN Special Representative. “Progress to advance national reconciliation, the strengthening of the security sector, […] and further improvements in the human rights situation and in transitional justice are all key challenges facing Côte d’Ivoire on the path to durable stability,” she explained. Recalling that legislative elections are expected next December, Ms. Mindaoudou said these elections are “crucial,” and should involve the full political spectrum in Côte d’Ivoire, as it will be an opportunity for the opposition to participate and secure seats in the National Assembly, as per a “vibrant democracy.”

Greg Abbott on Tuesday called a special session of the Texas Legislature starting July 18.Abbott asked lawmakers to first pass key legislation that would keep some state agencies from shuttering. That “will be the only legislation on the special session [call] until they pass out of the Senate in full,” Abbott said.Abbott laid out 19 items that he will then ask legislators to take up.Among those 19 items: a so-called “bathroom bill” that would regulate which restrooms transgender Texans can use. “We need a law that protects the privacy of our children in public schools,” Abbott said, reiterating his support for a proposal that did not make it to his desk during the regular session, House Bill 2899.

Halloumi exports from the north amounted to 7.5m kilos spread among ten different countries in 2017, reports from the north said on Monday.Since the beginning of 2018, some 4.1m kilos have been exported, the reports said, adding that even though hellim, the Turkish word for halloumi, is twice as cheap in the north than the south of the island, Greek Cypriots hold the main market share abroad.Official figures put exports of halloumi from the Republic at over 20m kilos last year, or 13.7 per cent of total exports.The Turkish Cypriot farmers union, according to media in the north, said that hellim is exported for 17 Turkish lira per kilo (€3) while halloumi is exported for 45 Turkish lira per kilo (€8).The main markets for Turkish Cypriot hellim are Turkey, Jordan, Saudi Arabia, Kuwait, Qatar, USA, Bahrain, United Arab Emirates and Japan. The Republic exports halloumi to around 40 countries but the main market is the UK, which takes close to half the export quantity.In statements to Kibris newspaper, the head of the Turkish Cypriot chamber of commerce, Candan Avunduk and the head of the livestock breeding and farmer’s union, Mustafa Naimoglulari, underlined the need for “measures” to be taken to increase the quality and the production of halloumi in the north.Cyprus applied to the EU for protected designation of origin (PDO) to the EU for halloumi/hellim in 2014 for the entire island, upsetting Turkish Cypriot producers, who had said that the dairy product makes up 25 per cent of the north’s exports. They expressed fears that these would be affected if the cheese was registered as a PDO, without an input from the north.The Greek Cypriot side was concerned about the product being up to EU standards and wanted to have hellim inspected by the agriculture ministry, which the Turkish Cypriot side objected to.Following an understanding between the island’s two leaders and the EU in 2015, the European Commission announced that the international certification body Bureau Veritas would be tasked with inspecting halloumi/hellim production throughout the island and action would also be taken to facilitate Turkish Cypriot producers to export hellim via the government-controlled areas.This was the temporary agreement that was to be implemented pending the reunification of the island, the EC had said.The PDO application has not yet gone through. Employees of the Nicosia sewerage board held a 24-hour warning strike on Wednesday in protest over the board’s outsourcing of work to the private sector.Some 15 people, both employees and reps of workers’ unions Peo and Sek, gathered outside the Nicosia sewerage board premises holding banners that read “No to the outsourcing of services,” and telling passers-by to join the effort by not paying their sewerage charges.“The organisation has invoked and exploited the economic crisis in recent years, and has outsourced work to the private sector in almost the entire range of its activities,” workers’ unions Peo and Sek said.“They claim that such outsourcing is less costly, but we believe the opposite, and it also poses a high risk of leaving its own employees without work,” a Sek union rep told the Cyprus Mail on Wednesday.The unions added that the sewerage board has stopped repairing the specialised vehicles which maintain drains, citing the high costs of such repairs due to the age of the vehicles.As a result, unions said, the board has outsourced these services to the private sector at enormous additional costs.
